The following persons cannot be appointed to the post of General Secretary and Secretary:-
(a) Convicted by a court of law for corruption, extortion, human trafficking and trafficking, sale, distribution or trafficking of narcotics, money laundering, passport misuse, kidnapping or other criminal offense of moral turpitude,
(b) Disqualified under Article 291 of the Constitution,
(c) blacklisted under existing law,
(d)   fell into a marriage, or
(e) Mental balance is not right.
